Connect deployed frontend to local backend and publish web directly
The deployed frontend calls 192.168.1.28:8000 for temporary integration. Backend CORS and COG/print URLs support the direct connection. Master pipelines now build and deploy web directly; RUN_QUALITY_CHECKS=true restores optional lint, tests and Sonar checks. Local validation passed: 35 frontend tests, lint, production build, 45 backend tests, allowed-origin CORS and real COG Range requests.
